Hereby we inform you that 23-09-2008 according to article 8 of Regulations of European Union No.1907/2006 of 18 December 2006 (REACH) and on the basis of bilateral contract Techuglerod Kft has taken up obligations of the Only representative of Omsktechuglerod OOO in the EU.
Techuglerod Kft fulfills all obligations and bear responsibility for registration and updating of the information about substance, its transfer in the supply chain and other procedures of regulations on all tonnage of production exported by Omsktechuglerod OOO for EU.
In connection with the appointment of the Only representative all consumers are released of the registration obligations assigned to Importer and, in conformity with article 8 (3) of the indicated Regulations, become the Downstream Users.

On August 25, 2010 the Only representative has performed the registration of substance “Carbon black” (EC#215-609-9, CAS#1333-86-4) jointly with Consortium for carbon black registration (www.cb4reach.eu). Lead registrant is Evonik Carbon Black GmbH.

Up to date neither Consortium nor the Only representative have no information that allows to classify the Carbon black as dangerous or hazardous substance under Globally Harmonized System of Classification and Labelling of Chemicals (GHS - UNECE, 2005), Directive 67/548/EEC and REACH Regulation (EC) No.1907/2006, therefore carbon black isn’t a subject of special labelling and packaging (under CLP Regulation (EC) No.1272/2008).
There is only single stipulated “use advised against” for this substance: as pigment in Tattoo colors for human.
In accordance with CLP Regulation (Regulation (EC) No.1272/2008) the Carbon black should be notified to the Classification & Labelling (C&L) Inventory established by ECHA.
Since Techuglerod Kft acts as the Only representative of non-EU manufacturer it had submitted the information needed for notification as part of a REACH registration dossier. It is, however, not entitled to submit a notification to the mentioned Inventory.
Thus, any Importer to EU should notify the Carbon black independently. Only the importers listed in our registration dossier are exempted from the obligation to notify the substance to CLP inventory (to specify your inclusion to dossier you should contact with the Only representative).
To help you to notify Carbon black the Lead registrant had published a short guideline.
Necessary specific information from our REACH registration dossier to notify under CLP Regulation is:
a) Carbon black is mono-constituent substance;
b) Degree of purity ≥ 96 — ≤ 99.5% (w/w);
c) Typical concentration 98% (w/w).
Notification is free of charge.
